Your GPU is a mid end GPU, it can't run high settings on Borderlands 3 stably, there might be a few frame drops here and there because of how much effects there are on the screen. I also disable V-SYNC here since I have a G-SYNC display which takes care of any screen tearing. I then set an FPS limit in my GPU driver instead, using Nvidia Profile Inspector to set the 'Frame Rate Limiter' to 60 FPS.
